Cryptocurrency use in Angola is not explicitly illegal; however, the government has expressed caution regarding its adoption due to financial risks and security concerns. As of 2018, neither the Angolan Central Bank nor the government had issued specific regulations addressing the legality and use of cryptocurrencies. Despite this lack of formal regulation, the government advises against the use of cryptocurrencies, citing potential financial instability and the risk of illicit activities associated with digital assets.
In recent years, Angola has taken steps to regulate aspects of cryptocurrency activities, particularly focusing on mining operations. In December 2023, the Angolan Parliament unanimously passed a law aimed at regulating digital assets and prohibiting cryptocurrency mining. This legislation was introduced to safeguard the country's monetary policy and energy infrastructure, addressing concerns over the environmental impact and energy consumption associated with crypto mining.
Cryptocurrency mining activities and other virtual assets are prohibited in the national territory and are criminalized to illegal possession of cryptocurrency matters, cryptocurrency mining, the misuse of licenses for electrical installations and interference in the national electrical system (1).
The new legal framework, formalized as Law No. 3/24 on April 10, 2024, outlines strict penalties for unauthorized cryptocurrency mining activities. Individuals found guilty of mining cryptocurrencies or possessing mining equipment without proper authorization may face prison sentences ranging from 1 to 12 years, along with substantial fines. The law also prohibits the use of electrical installations for mining purposes and the connection of mining equipment to the national electricity system.
