A Comprehensive Overview Of Cryptocurrency Legality And Regulation In Armenia Today

Cryptocurrencies in Armenia are neither recognized as legal tender nor subject to specific national payment regulations. The Central Bank of Armenia has repeatedly warned that virtual assets operate outside existing financial legislation and carry significant risks for investors (1).

In response to rising crypto activity, the National Assembly has drafted a new law “On Cryptoassets” to bring virtual assets under a unified regulatory framework. The draft aligns crypto-asset services with traditional financial services, mandating licensing, capital requirements, and anti-money laundering measures (2).

"In 2018, the Central Bank issued a statement on virtual assets, informing the public about the high risk and danger of transactions with them. With the increasing turnover of virtual assets in recent years, a number of related problems have become evident."

Under the proposed legislation, crypto exchanges, custodians, and service providers must register with the Central Bank, maintain minimum capital thresholds, and implement “same activity, same risk, same regulation” standards. Traditional banks and payment firms will also be authorized to offer crypto services once licensed (2).
