Cryptocurrency is not recognized as legal tender in Chad, though crypto-assets and digital asset services are admitted under regional regulations. As a member of the Central African Economic and Monetary Community (CEMAC), Chad operates under Regulation No 22/CEMAC/UMAC/CM/COSUMAF dated July 21, 2022, which governs the organization and operation of the Central African Financial Market (1). This regulation distinguishes between crypto-assets and cryptocurrencies, explicitly stating that cryptocurrencies do not have legal tender status in the CEMAC economic area (1).
Digital asset service providers in Chad must obtain approval from the Central African Financial Market Supervisory Commission (COSUMAF) to operate legally. These providers are classified as intermediaries in the CEMAC financial market, similar to stock exchange companies, credit institutions, management companies, and financial investment advisors (1). Despite this framework for crypto-assets, the Bank of Central African States (BEAC) maintains a restrictive stance on cryptocurrencies, expressing concerns that they could drain regional currency reserves and threaten financial stability (2).

Chad has not implemented specific national laws or regulations governing cryptocurrencies, meaning residents can technically buy, sell, and use digital currencies without formal oversight but also without legal protection. The International Monetary Fund reports that only one-quarter of sub-Saharan African countries formally regulate crypto assets, while two-thirds including CEMAC member states have implemented restrictions (2). BEAC reaffirmed its opposition to cryptocurrency adoption at a fintech forum in January 2024, warning that purchasing cryptocurrencies abroad transforms CFA francs into dollars or euros, weakening common foreign currency stocks (2).
