Cryptocurrency is legal in Croatia and operates under anti-money laundering regulations, though it is not recognized as legal tender by the Croatian National Bank. The Croatian Financial Services Supervisory Agency (HANFA) serves as the primary regulatory authority, requiring crypto asset service providers to register and comply with AML obligations under the Croatian AML Act (1). Croatia implemented the EU's Markets in Crypto-Assets Regulation through the Act on Implementation of Regulation (EU) 2023/1114, which became fully applicable on December 30, 2024 (1).
HANFA oversees registration and supervision of crypto-asset service providers including custody, trading platforms, exchange services, placing of crypto assets, reception and transmission of orders, as well as providing advice, portfolio management, and transfer services. The registration process began in July 2023, with 19 service providers submitting applications by late 2024, of which 8 were successfully registered while 11 remained pending (1). Companies established in Croatia or other EU member states can provide services through active solicitation, while offshore businesses may only serve Croatian customers on a reverse solicitation basis if they fully comply with additional AML Act conditions (1).

The Croatian Tax Authority applies a 12% capital gains tax on cryptocurrency-to-fiat conversions, with an annual exemption of €2,500 for individual investors. Crypto-to-crypto trades remain tax-free until converted to fiat currency (2). Entities registered as virtual asset service providers before MiCA's full implementation must acquire a MiCA license by July 1, 2026, marking the end of the transitional period (2). Croatian banks have maintained a cautious stance toward crypto businesses, often refusing to open accounts based on their general terms and conditions, requiring companies to verify banking arrangements before initiating operations (1).
