Developed through a two-year participatory process involving all stakeholders, the Digital Code aims to accelerate execution of public digital projects and structure relationships between the state, technology companies, and users (2).

The Digital Code's success depends on operationalization through creation of competent authorities, publication of implementation decrees, and stakeholder support. In September 2025, Djibouti signed a memorandum of understanding with Visa to develop a national Smart Wallet for digital payments and government services, reflecting broader financial inclusion objectives as only 25 percent of the population holds bank accounts (2).
