Cryptocurrency operates in a largely unregulated environment in Djibouti, with no specific laws governing digital assets. The Central Bank of Djibouti has not issued comprehensive regulations addressing cryptocurrencies, though the government has expressed interest in developing a regulatory framework (1). Cryptocurrency mining and trading remain technically legal, as the country has not enacted legislation prohibiting these activities, though users operate without clear legal protections or guidelines (1).
Djibouti took a significant step toward digital transformation on June 30, 2025, when the National Assembly adopted the country's first Digital Code comprising eight volumes and nearly 800 articles. The comprehensive legislation covers crucial domains including data protection, cybersecurity, e-commerce, cryptology, digital consumption, and innovative services (2). Developed through a two-year participatory process involving all stakeholders, the Digital Code aims to accelerate execution of public digital projects and structure relationships between the state, technology companies, and users (2).
"This morning, in the plenary session of the National Assembly, the Republic of Djibouti took a decisive step by officially adopting the very first Digital Code in its history."
The Digital Code's success depends on operationalization through creation of competent authorities, publication of implementation decrees, and stakeholder support. The Ministry of Digital Economy and Innovation believes the code will bolster digital trust, foster innovation, and attract technological investments aligned with Djibouti's Vision 2035 goal to become a regional digital hub (2). In September 2025, Djibouti signed a memorandum of understanding with Visa to develop a national Smart Wallet for digital payments and government services, reflecting broader financial inclusion objectives as only 25 percent of the population holds bank accounts (2).
