Crypto-assets are treated as property rather than legal tender in Finland, though they serve as investment objects and payment instruments. The regulatory framework divides crypto-assets into two categories: asset-referenced tokens and electronic money tokens that aim to stabilize value by referencing another asset or currency, and other crypto-assets including utility tokens that do not stabilize their value (1). Issuing ARTs and EMTs requires authorization, while issuance of other crypto-assets does not require authorization but still mandates creation of a crypto-asset white paper containing mandatory disclosures about the issuer, project funding, rights and obligations, underlying technology, and associated risks (1).

The Finnish Tax Administration treats virtual currencies as taxable assets, with income from crypto mining and trading subject to income tax (2). Capital gains taxation applies at rates between 30-34% for individuals depending on the amount, while businesses face 20% corporate income tax on cryptocurrency-related profits (2).
