Cryptocurrency is legal in Indonesia for trading and investment purposes but prohibited as a payment method. As of January 10, 2025, regulatory authority over crypto assets transferred from the Commodity Futures Trading Regulatory Agency to the Financial Services Authority under Government Regulation Number 49 of 2024. The OJK now classifies cryptocurrency as digital financial assets requiring all trading operators to obtain licenses and comply with updated regulations by July 2025 (1).
Bank Indonesia enforces strict prohibition on using cryptocurrencies for domestic payments under Regulations Number 20/6/PBI/2018 and the 2023 Payment Systems Law. The central bank maintains that cryptocurrency undermines the sovereignty of the Indonesian rupiah, which remains the only lawful currency for transactions. Bank Indonesia cannot be held responsible for any losses stemming from companies or individuals deciding to buy or pay with cryptocurrency, citing concerns about fraud potential for unlawful acts including terrorism and money laundering (2).
"According to Bank Indonesia, however, the use of bitcoin undermines the sovereignty of the Indonesian rupiah. Bank Indonesia is particularly concerned about the potential for fraud if the bitcoin is used for unlawful acts."
Under OJK Regulation Number 27 of 2024, crypto asset traders must meet minimum paid-up capital of one hundred billion Indonesian rupiah and maintain minimum equity of fifty billion rupiah. The regulation mandates robust compliance with anti-money laundering measures, consumer protection standards, and personal data protection requirements. Existing businesses have until July 2025 to achieve full compliance with all new obligations including capital requirements and periodic reporting to the OJK (1).
