Cryptocurrency in Jordan: Legal Status and Regulatory Developments

Cryptocurrency is not illegal in Jordan, but it operates under a complex regulatory environment. The Central Bank of Jordan (CBJ) prohibits financial institutions from facilitating cryptocurrency transactions, effectively banning crypto-related banking services. However, the CBJ has expressed interest in supporting financial technology (FinTech) innovations, including blockchain technologies, through initiatives like the Regulatory Sandbox, which allows for testing FinTech solutions under regulatory supervision.

In addition to its FinTech initiatives, the CBJ has developed a National Financial Inclusion Strategy for 2023–2028, which outlines the importance of embracing digital financial services while maintaining financial stability. The strategy acknowledges the potential benefits of digital currencies but also highlights the associated risks, such as money laundering and financial crimes.

The CBJ banned cryptocurrencies in the Jordanian financial system due to the high risks associated with dealing with them in financial institutions and the national economy (1).

Despite the banking restrictions, the CBJ continues to monitor developments in cryptocurrencies and is conducting in-depth research in collaboration with other central banks and international institutions. This approach suggests that while cryptocurrencies are currently restricted within the formal financial system, there is an ongoing evaluation of their potential integration under appropriate regulatory frameworks.
