Cryptocurrency is legal in Lithuania under a comprehensive regulatory framework aligned with the European Union's Markets in Crypto-Assets Regulation (MiCA). The Bank of Lithuania serves as the primary regulatory authority overseeing the crypto sector, responsible for issuing licenses to crypto-asset service providers and ensuring compliance with financial regulations (1). Lithuanian law defines virtual currency as a digital representation of value that is not issued or guaranteed by a central bank but is accepted as a means of exchange (2).
The Lithuanian government implemented significant amendments to the Law on the Prevention of Money Laundering and Terrorist Financing on June 8, 2022, tightening regulations for crypto-asset service providers (1). Virtual asset service providers must undergo mandatory registration with the Register of Legal Entities and maintain equity capital of at least EUR 125,000 (2). MiCA's provisions became applicable on June 30, 2024 for asset-referenced tokens and e-money tokens, with full implementation for crypto-asset service providers on December 30, 2024 (2).

Lithuania opted to apply a transitional period whereby virtual asset service providers included in the official list shall not be entitled to carry out activities as of June 1, 2025 if they have not obtained a license under MiCA (2). Crypto-asset service providers must meet minimum capital requirements ranging from EUR 50,000 to EUR 150,000 depending on services provided (1). The Financial Crime Investigation Service oversees anti-money laundering compliance, requiring providers to conduct customer due diligence and report suspicious activities (1).
