Cryptocurrency is not explicitly illegal in Moldova, but the country lacks a comprehensive legal framework governing digital assets. While there is no specific legislation addressing cryptocurrencies, Moldova has been proactive in developing anti-money laundering (AML) measures that encompass virtual assets. The Office for Prevention and Fight against Money Laundering (SPCSB) has implemented guidelines requiring reporting entities to monitor and report suspicious transactions involving virtual assets. These measures aim to mitigate the risks associated with the misuse of cryptocurrencies for illicit activities.
To bolster its regulatory capacity, Moldova has engaged with international organizations such as the Organization for Security and Co-operation in Europe (OSCE). In November 2022, the OSCE, in partnership with the United Nations Office on Drugs and Crime (UNODC), conducted a workshop in Chisinau to train Moldovan officials on innovative policy solutions to mitigate money-laundering risks of virtual assets. The workshop focused on best practices for regulating virtual assets and enhancing the capabilities of public officials to investigate crimes involving cryptocurrencies.

As the global landscape of digital assets continues to evolve, Moldova's ongoing efforts to enhance its legal and institutional frameworks will be crucial in ensuring the safe and responsible use of cryptocurrencies.
