Is Crypto Legal in Syria?

As of mid-2025, Syria has not enacted comprehensive legislation specifically governing the use, trading, or issuance of cryptocurrencies. The Central Bank of Syria has neither formally recognized digital assets nor provided clear guidance on their legality, leaving users and businesses operating in a regulatory gray zone (1).

In late 2024, the non-governmental Syrian Centre for Economic Research (SCER) presented a proposal to the transitional government, suggesting a legal framework to regulate cryptocurrencies and potentially introduce a “digital pound.” However, these recommendations remain under consideration, and no official law has been passed to date (2).
