Is Crypto Legal in Timor-Leste?

Cryptocurrency is not recognized as legal tender in Timor-Leste, and the government has not established specific legislation or regulations governing its use (2). Digital currencies operate in a legal gray area where they are not explicitly prohibited but also lack any formal legal framework addressing their unique characteristics (2). The Banco Central de Timor-Leste conducts policies aimed at achieving and maintaining domestic price stability, but has not issued specific guidance on cryptocurrency transactions or operations (1).

The only existing legal framework touching on digital transactions is the Electronic Transactions Act of 2007, which was enacted before Bitcoin emerged and therefore does not cover cryptocurrencies (2). This Act addresses electronic payments generally but leaves virtual currencies outside its scope, resulting in legal uncertainty for users and investors engaging in cryptocurrency activities (2). Despite this ambiguity, cryptocurrencies like Bitcoin, Ethereum, Dogecoin, and Tether have been gaining popularity in Timor-Leste, particularly among urban populations and tech companies (2).

Activities such as trading and cryptocurrency-based transactions exist in a situation of legal uncertainty, with individuals and businesses advised to proceed cautiously while adhering to general financial laws (2). Given that only about 31 percent of the population has internet access and significant infrastructure gaps remain, cryptocurrency adoption is limited primarily to urban areas and faces challenges in achieving widespread acceptance (2).
