Cryptocurrency is legal in Ukraine, though the regulatory framework is still being fully implemented as of October 2025 (1). The Law "On Virtual Assets" was signed by President Zelensky in March 2022, establishing that virtual assets are not recognized as money or legal tender but are treated as movable property under civil law (1). The National Bank of Ukraine maintains that cryptocurrencies cannot be used as a means of payment to protect the country's monetary policy effectiveness and financial stability (1).
In September 2025, Ukraine's parliament passed in first reading a draft law establishing taxation rules for virtual assets, setting general rates at 18% income tax and 5% military tax on transactions (1). The legislation anticipates that by 2026-2027, Ukrainians will be able to legally buy and sell cryptocurrencies through Ukrainian companies, declare income, and pay taxes within a fully operational regulatory framework (1). The National Securities and Stock Market Commission will serve as the primary regulator, overseeing licensing for service providers and aligning national policy with the European Union's MiCA Regulation (1).
"It is anticipated that by 2026–2027, Ukrainians will be able to legally buy and sell cryptocurrencies through Ukrainian companies, declare income, and pay taxes. A separate bill will also support venture financing for the digital economy."
The National Bank of Ukraine has been developing the e-hryvnia as a central bank digital currency since 2021 to supplement cash and noncash forms of hryvnia (2). The e-hryvnia project aims to develop payment infrastructure, digitalize the economy, promote noncash payments, improve transparency of settlements, and ensure confidence in the domestic currency (2). Ukraine has one of the world's highest rates of cryptocurrency ownership, with approximately 16% of the population holding crypto assets, making proper regulation essential for economic development and tax collection (1).
